PERAN AKTOR JARINGAN KOMUNIKASI PENYULUH DALAM PENGEMBANGAN PROGRAM KONSTRATANI PADA BALAI PENYULUHAN PERTANIAN DI KECAMATAN ABELI KOTA KENDARI

Abstract

This study aims to analyze the roles of actors in agricultural extension communication networks in the development of the Agricultural Development Strategic Command Program (KOSTRATANI) at the Agricultural Extension Center (BPP) in Abeli District, Kendari City, Indonesia. The study employed a descriptive approach using qualitative methods. Seven informants participated in the study, comprising one BPP coordinator and six BPP members holding functional positions. Data were collected through observation, interviews, and documentation, and subsequently analyzed using sociometric analysis with the assistance of UCINET VI software to map communication relationships and identify actor roles within the network. The findings indicate that the Head of the BPP serves as both an opinion leader and a gatekeeper, acting as a key source of information, providing guidance, and controlling information flows. The cosmopolite role is performed by several extension workers who connect the internal network with external information sources, while the bridge role is performed by actors who connect different individuals and groups to facilitate information dissemination and activity coordination. No actors were identified as liaisons or isolates, indicating that all actors in the observed network were connected either directly or indirectly. The agricultural extension communication network supports information exchange and coordination in the development of the KOSTRATANI Program. However, strengthening two-way communication and ensuring equitable information distribution remain necessary to prevent coordination from depending on a single central actor and to improve the effectiveness of program implementation.
